Central Civil Services (Joining Time) Rules, 1979 shall apply to all Government Servant appointed in Civil Services and Posts under the Central Government including work-charged staff.
This short notes of Joining Time Rules will helpful for the study of those who are preparing for LDCE Inspector of Posts and PSS Group B. CCS (Joining Time) Rules, 1979
Apply: Rule 1 (3)
Shall not apply to
- Railway Employees
- Armed forces personnel paid from defence estimate
- Contract employees
- Contingent employee
Joining Time: Rule 3 (c)
- "Joining Time" means time allowed to a Government servant from the old station/post to new station/post to which is posted.
On Transfer/Deputation to Foreign Service of Government Servant: Rule 2 (1)
- Will be governed by rules of borrowing department unless special provision expressly made by mutual agreement between lending and borrowing department.
Joining time on Temporary Transfer : Rule 4 (1)
- No joining time is admissible in cases of temporary transfer for a period not exceeding 180 days. Only the actual transit time is admissible.
Joining Time On reduction of establishment : Rule 4 (3)
- A Government Servant reappointed to another department, Joining Time will be admissible if the order received while working in the old post
- A Government Servant reappointed after being discharged from old post the break of period may be converted into Joining time provided break should not be exceed 30 days and Government servant rendered minimum 3 years continuous service on the date of his discharge.
Joining time effect from : Rule 5 (1)
- Charge made over in forenoon : from the date of relinquishment
- Charge made over in afternoon : from the following date of relinquishment
Rule 5 (2)
The joining time shah be calculated from old headquarters including
- Government servant receives his transfer order or makes over charge of old post other than his HQ
- HQ of Government Servant is changed to the tour station
- Temporary transfer converted into permanent transfer
Rule 5 (3)
Not more than One Day Transit
- Join to new post within the same station
- No change of residency involved
Note : 'same station' will be interpreted to mean the area falling within the jurisdiction of the municipality or corporation including such of suburban municipalities, notified areas or cantonments as are contiguous to the named municipality. etc.

Rule 5 (5)
- Extension of joining time up to maximum 30 days can be granted by HOD (Head of the Department)
Rule 6 (1)
- Non avail of joining time and part thereof will be credited to Earned Leave account.
Rule 6 (2)
- Joining time may be combined with any other kind of leave except Casual Leave.
Rule 6 (3)
- If a Government servant in transit on transfer is directed to proceed to different place from that indicated in the initial transfer orders, he shall be entitled to joining time already availed of up to the date of receipt of revised orders plus fresh spell of full joining time from the date following the date of receipt of the revised orders.
- The fresh spell of joining time in such cases shall be calculated from the place, at which he received the revised orders as if he is transferred from that place.
